為加快建設“以人民為中心，全面踐行新發(fā)展理念的公園城市”，提升天府新區(qū)成都直管區(qū)基礎設施承載力，成都天府新區(qū)投資集團有限公司作為征集人，擬對天府中心等兩個區(qū)域4個市域公園概念設計方案進行公開征集，現(xiàn)將有關事宜公告如下：

一、項目概況與征集范圍

1.1 項目名稱：天府中心等兩個區(qū)域4個市域公園概念設計方案征集。

1.2 建設地點：東林寺北巷公園項目位于天府新區(qū)萬安街道。

1.3 建設規(guī)模：東林寺北巷公園規(guī)劃建設總用地約43畝。

1.4 方案征集范圍：

1.4.1 天府中心等兩個區(qū)域4個市域公園包含東林寺北巷公園、桐子咀南街綠廊、興康四街公園和隆和西巷公園。因桐子咀南街綠廊、興康四街公園和隆和西巷公園3個公園設計已于2017年、2018年由成都天府新區(qū)投資集團有限公司依法通過公開招標方式完成了公園的設計招標，故不在本次征集范圍內(nèi)。

本次征集范圍為：東林寺北巷公園概念設計方案編制及相關服務工作。

1.4.2 設計理念：滿足《成都市城市規(guī)劃管理技術規(guī)定》和《成都市公園規(guī)劃設計導則（試行稿）》的要求。

1.4.3 成果要求：包含但不限于：

（1）方案匯報PPT、方案A3彩色文本；

（2）圖紙要求：現(xiàn)狀分析含現(xiàn)狀說明、交通說明、保護資源說明、現(xiàn)狀優(yōu)劣說明，技術控制含技術指標表。

（3）景觀概念方案包括但不限于總平圖、鳥瞰圖、節(jié)點分析圖、綠化系統(tǒng)設計意向等。

二、資格要求

2.1 資質要求：

2.1.1 國內(nèi)企業(yè)：①具有獨立法人資格；②具有國家建設部頒發(fā)的風景園林專項設計甲級資質或建筑行業(yè)（建筑工程）設計甲級及以上資質；

2.1.2 境外企業(yè)：申請人為境外機構的，須在其所在國家或地區(qū)具有合法營業(yè)及設計許可；

2.1.3 申請人為港、澳、臺機構的，須在其所在地區(qū)具有合法營業(yè)及設計許可；

2.2 業(yè)績要求：

2015年以來至少具有1個2萬平米及以上的景觀綠化工程設計或方案設計或概念性方案設計業(yè)績；業(yè)績證明須為中標（選）通知書或設計合同或業(yè)主證明材料。

2.3 2015年以來未受到相關行政主管部門行政處罰或市場禁入。

2.4 本次方案征集不接受聯(lián)合體。

三、方案征集文件的報名

3.1 凡有意參加方案應征的單位，請于 2018 年 6 月 7 日至 2018 年 6 月 13 日（法定公休日、法定節(jié)假日除外），每日上午 9：30 時至 12：00 時，下午 14：00 時至 17：00 時（北京時間，下同），在成都天府大道南段2039號菁蓉大廈4樓405辦公室持以下資料參與方案征集報名：

（1）單位介紹信或授權委托書，收原件；

（2）企業(yè)營業(yè)執(zhí)照、資質證書、經(jīng)辦人身份證，以上資料收加蓋企業(yè)公章的復印件（境外設計單位可不提供）；

（3）類似業(yè)績的中標<選>通知書或設計合同或業(yè)主證明材料，驗原件收加蓋公章的復印件（外方設計單位可不提供）；

（4）外方設計單位可提供所在國或所在地區(qū)主管部門或有關組織核發(fā)的設計許可證明材料復印件（報名資料若為非中文資料須提供中文翻譯件）。

（5）省外及境外設計單位可通過傳真形式報名。

3.2報名資料若為非中文資料須提供中文翻譯件。

四、應征文件遞交截止時間及地點：

截止時間：2018年 7 月 30 日10:00（北京時間）

遞交地點：成都天府大道南段2039號菁蓉大廈4樓405辦公室會議室

五、方案補償

征集人組織評審專家對參加本次方案征集活動的應征單位進行評選，并擇優(yōu)推薦不少于3名方案候選人作為政府相關部門審議的入選方案。方案補償辦法及費用詳見方案征集文件。

六、其他事宜

所有應征單位遞交的設計成果均不退還，該成果除署名權外的其他著作權均歸征集人所有。

七.發(fā)布公告的媒介

本次公告在中國招標投標公共服務平臺（http://www.cebpubservice.com/）、中國采購與招標網(wǎng)（http://www.chinabidding.com.cn）和成都天府新區(qū)投資集團有限公司官方網(wǎng)站（ http://a24846.cn/)上發(fā)布。

Notice of Tianfu Center 2 Regional and 4 Municipal Parks Conceptual Design Proposal

To speed up the “garden city that fully implements new development concepts with the people at its core” and upgrade the bearing capacity of the infrastructure in Tianfu New Area, Chengdu Tianfu New Area Investment Group Co., Ltd., as the solicitor, publicly proposes for the solicitation of conceptual designs for Tianfu Center 2 regions, 4 municipal parks. The relevant issues are hereby as follows:

1. Project Overview and Acquisition Scope

1.1 Project Name: Tianfu Center 2 Region, 4 Municipal Parks Conceptual Design Proposal.

1.2 Construction Site: Donglin Temple North Lane Project Park located at Wanfu Street, Tianfu New Area

1.3 Construction Scale: Donglinsi North Lane Park total area of 43mu

1.4 Plan Solicitation Scope:

1.4.1 Tianfu Center 2 Regional, 4 Municipal Parks cover Donglinsi North Lane Park, Tongzizui South Street Green Corridor, Xingkang Fourth Street Park, and Longhe West Land Park. Due to public bidding to design Tongzizui South South Street Green Corridor, Xingkang Fourth Street Park, and Longhe West Alley Park, the Company, in accordance with the law, were completed throughout 2017 and 2018, these three parks are not within the scope of this solicitation.

Scope of this Solicitation: Donglinsi North Lane Park conceptual design plans and related services.

1.4.2 Design concept: Meeting the requirements of The Chengdu City Planning and Management Technical Regulations and Chengdu Urban Park Planning and Design Guidelines (Trial Version).

1.4.3 Final submission requirements: include but not limited to:

(1) Program report PPT, A3 size, colored text;

(2) Schematic requirements: analysis of current status, including transportation conditions, environmental impact, current advantages and disadvantages, technical controls (including technical indicators).

(3) Landscape conceptual plans, including but not limited to comprehensive plans, bird’s-eye views, node analysis plans, system greenification design intentions, etc.

2. Required Qualification s

2.1 Requirements:

2.1.1 Domestic Enterprise: ① Independent legal entity; ② with Grade A qualification in landscape design specialization issued by the Ministry of Construction or Grade A or above qualification for construction industry (construction engineering) design;

2.1.2 Overseas Enterprise: If the applicant is an overseas enterprise, required to have legal business and design licenses in the country or region where it is located;

2.1.3If the applicant is a Hong Kong, Macau, or Taiwan entity, required to have legal business and design licenses in its region.

2.2Minimum of one 20,000 sqm greenification landscape design project or conceptual design project since 2015,corroborated with awarded bids, design contracts, or owner certification materials.

2.3 No administrative penalties or market bans from related government organs since 2015.

2.4 This project solicitation does not accept consortiums.

3. Registration of Project Solicitation Documentation

3.1 For those interested in participating, from June 7, 2018 to June 13 (excluding legal and mandatory holidays), from 9:30 to 12:00 and 14:00 to 17:00 each day (Beijing standard time, same as below), the following will be accepted at Office 405 of the Jingrong Building, No. 2039 South Tianfu Road, Chengdu:

(1) Entity introduction letter or letter of authorization, originals only;

(2) Copies of business license, qualification certification, manager ID with the company’s official seal (overseas design entities exempt);

(3) Awarded bids, design contracts, or owner certification materials for similar projects, confirm original has seal (overseas design entities exempt);

(4) Overseas design entity may provide a copy of their design permit issued by relevant and competent local authorities of the country or region it is located (if information is in Chinese, a translation must be provided).

(5) Design agencies outside the province or country can apply via fax.

3.2 Application materials that are not in Chinese must include Chinese translation.

5. Project Compensation

Recruiting organization expert panel shall review all submissions and select from among them 3 candidates for consideration by relevant government departments. See project solicitation documentation for detailed compensation methods and remuneration.

6. Miscellaneous

All design submissions are unable to be withdrawn, and all copyrights and other rights, except authorship rights, of submissions are held by the solicitor.
